Corridor Empowerment Project

The Corridor Empowerment Project (CEP) was established in 2006 in response to a need in the Road Freight Industry
and is registered in South Africa. In terms of South African legislation CEP is constituted as a Section 21 Company
(non profit company without share capital) with the Department of Trade & Industry and as a Public Benefit
Organisation with the Department of Social Development. The two executive Directors have been actively involved in
developing, managing and sustaining the current project and are solely responsible for the development, submission
and achievement of goals included in the annual project plans and budgets.

CEP is managed by two executive Directors who are governed by a board of non-executive Directors. These members
are from various levels of the transport industry (Employee representatives, Employers and Road Freight Industry
representatives) and are responsible for managing the project and ensuring that it achieves its goals.

Tertius Wessels

Tertius Wessels (Managing Director) is a seasoned Consultant and Technical Advisor to various
South African and Sub Saharan Africa projects in the HIV/AIDS and Long Distance Trucking fields. He has been
actively involved in the project management of HIV/AIDS awareness and primary healthcare programmes since 2002.

He has gained extensive experience managing projects such as Trucking Against AIDS and Focus on AIDS, two major
projects funded by the Road Freight Industry and international donors. He also managed the HIV/AIDS awareness
programme of the South African Petroleum Association.

Relevant areas of Expertise

    • Feasibility and mapping studies in relation to the establishment of Trucking Wellness Centres;

    • Conducting Knowledge, Attitude, Perception and Behaviour (KAPB) studies;

    • Establishment of Trucking Wellness Centres, including negotiations with relevant stakeholders and appointment of staff;

    • Forging links with provincial and local government;

    • Management of WELLNESS Centres, including the management of staff, medical supplies, medication and information;

    • Establishment of information and feedback systems, as well as performance management systems;

    • Statistical analysis;

    • Project reporting;

    • Development and management of project budgets;

    • Networking with stakeholders, forums and relevant organizations.

    • Tertius’ former career involved Forensic Criminology and Police Administration. He completed his tertiary studies
      through UNISA, Technikon RSA, and Damelin.

Themba Mthombeni

Themba Mthombeni (Operations Director) is a specialist in quality control and project management and has gained
extensive experience through working in the Trucking Against Aids project in South Africa since 2005.

Relevant areas of Expertise:

    • Quality Assurance Auditing and generation of Quality Inspection Instructions and Procedures;

    • Supervision and management of personnel;

    • Generation of inspection instructions and procedures;

    • Compilation of statistical data;

    • Client liaison.

Themba Mthombeni is conversant in six languages, i.e. English, Afrikaans, Pedi, Zulu, Xhosa and North Sotho. He has
successfully completed various training courses related to HIV/ AIDS and project management namely:
Fundamentals of Project Management;
Process instrumentation;
In-house Management training.
